H. 827: Tax on Unrealized Gains

  • H. 827 would institute a tax on unrealized gains for wealthy Vermont taxpayers

  • It would only affect taxpayers with over $10 million in assets

  • For taxpayers who qualify, H. 827 would tax a portion of their unrealized gains, or their net appreciation in assets over the course of a year, as personal income

  • More revenue means more money for fixing our roads and bridges, funding schools where our students can thrive, supporting Vermont families, increasing access to healthcare and housing, and protecting our environment
